Strategy 101: Part 1

Thoughts on foreign policy and how to adjust our strategy in the engagement and avoidance of conflicts. (All Quotations are derived from "The Art of War" by Sun Tzu, Translated by Thomas Cleary, Shambala Press 1998) Specific to Al Qaeda, terrorism, and the implementation of our methods during irregular wars: 
This nation's leadership allowed the most basic, block and tackle, tactics to be effectively employed against us. It is obvious that Al Qaeda's tactics and strategy in perpetrating terrorism are founded on the most rudimentary philosophies espoused in the "Art of War.
Examples:
"Use anger to throw them into disarray." 
(actually our leadership was just as effective in this one, as Al Qaeda was)
"Tire them by continuous flight."
"Cause division amongst them."
"Therefore good warriors cause others to come to them, and do not go to others."
Mistakes we have wrought:
"When you do battle, even if you are winning, if you continue for a long time it will dull your forces and blunt your edge; if you besiege a citadel, your strength will be exhausted. If you keep your armies out in the field for a long time, your supplies will be insufficient." 
"Therefore I have heard of military operations that were clumsy but swift, but I have never seen one that was skillful and lasted a long time. It is never beneficial to a nation to have a military operation continue for a long time."
"Therefore, those who are not thoroughly aware of the disadvantages in the use of arms cannot be thoroughly aware of the advantages in the use of arms."
"So the important thing in military operation is victory, not persistence."
"The rules of the military are five: measurement, assessment, calculation, comparison, and victory...."
